[request] custom notification based on account & profile

basically the situation is: - one account for personal, - one default - one for spam / ads / ... i'd never like to have audible or tactile feedback on the spam account, the regular just in default profiles and the personal even on meetings. a "final" goal might be a mix of this suggestion and [notification based on app](https://together.jolla.com/question/36997/suggestion-notification-customization-based-on-app/), which should be extended to accounts, obviously. this pattern could cover chat, sim, sip, mail, ... exceptions to those patterns like main account + tagged as spam / not from ... but i'm day-dreaming too far away :)
